How the number of CCIEs could be a useful economic indicator of a country's technological prowess

What's a good measure for economists to use to predict which countries will be technology powerhouses? Count the number of CCIEs for any given country. Brad Reese on Cisco points to a column by PBS contributor Robert X. Cringely, who does some CCIE and GDP math and concludes that China and Korea could be regional leaders in 30 years.
