San Francisco Chronicle has it a bit differently. They report it as Childs contacting the mayor and offering him the passwords. He went to the jail and got them.
Your version sounds like the Mayor decided to try to appeal to Childs on his own, and managed to convince him to provide the passwords.
No deals were cut. The volunteering of the passwords by Childs was cited during a bail hearing; bail was not actually reduced.
